Background:
The applicant had an extremely complex visa history: initially, when applying for a tourist visa through a Chinese agent, false marriage and child information was provided without her knowledge. Later, after meeting her first husband in Australia and applying for a partner visa, the application was refused due to inconsistencies in materials. After divorcing her first husband, she met her current husband and applied for a partner visa again, but was refused again due to her complex visa history, leading to an ART appeal. The main challenges included:
1. Serious visa history issues: false material records;
2. Multiple refusal records: refusals for both tourist and partner visas;
3. Heightened Department suspicion: the case had characteristics of a sham marriage but was genuine;
