ACT State Nomination Overview
In the 2025–26 financial year, the Australian Capital Territory (ACT) Nomination Program continues to be administered by Migration Canberra, offering opportunities for applicants who wish to live, work, or invest in Canberra on a long-term basis. The program covers both the Subclass 190 (Skilled Nominated Permanent Visa) and the Subclass 491 (Skilled Work Regional Provisional Visa).
Through the unique Canberra Matrix points system, applicants are comprehensively assessed based on their education, occupation, English proficiency, length of employment and residence, partner skills, and contributions to Canberra’s economy and community.
This financial year, the ACT nomination program continues to operate under a “merit-based selection and targeted invitation” model. The focus is on applicants who are genuinely residing in Canberra, have stable employment, and make ongoing economic contributions to the territory. The overall policy direction has shifted from “competing on points” to “competing on contribution”, with the ACT Government placing greater emphasis on whether applicants can stay long-term, create jobs, and promote regional economic development.
Currently, the ACT nomination offers the following key pathways:

Canberra Residents Stream:
For applicants who already live and have been continuously employed in the ACT. This is the primary nomination pathway. -
Overseas Applicants Stream:
For skilled professionals living overseas whose occupations appear on the ACT Critical Skills List. -
Doctorate Stream:
For graduates who have completed a PhD or research-based Master’s degree at an ACT university. They may apply within three years of graduation, with no additional work requirement. -
Small Business Owner (SBO) Stream:
For applicants who have established and actively manage a genuine business in Canberra, employing Australian citizens or permanent residents.

Basic Requirements
Eligibility Overview
To apply for ACT nomination (either Subclass 190 or Subclass 491), applicants must meet both of the following requirements:

ACT Matrix
Unlike other states that use the Department of Home Affairs’ general Skilled Migration Points Test, the ACT operates its own Matrix points system. Applicants must not only meet the 65-point requirement under the federal system but also achieve 65 points on the ACT Matrix to be eligible.

ACT 491 State Nomination
Applicants must receive a nomination from a state or territory government. Once the nomination is approved, the Department of Home Affairs will issue an official invitation to apply for the visa.
Two-Year Residency Commitment
If you are nominated by ACT for the Subclass 491 visa, you must live and work in Canberra for at least two years after your visa is granted. If you are relocating from overseas to Canberra, the two-year period will start from the date you arrive in Canberra.
How to Apply for ACT 491 Nomination
You can register your interest for ACT 491 nomination by completing a points-based Canberra Matrix. The ACT Government will rank applicants based on their total Matrix score. Applicants with higher scores will receive invitations to apply for ACT nomination. The Canberra Matrix scoring system is designed to prioritise applicants who have made or are likely to make a positive economic contribution to Canberra and can demonstrate a genuine and long-term commitment to living in the ACT.
ACT 491 Nomination Criteria
Before submitting your ACT 491 nomination, carefully review the eligibility criteria for the 491 nomination pathway. Once you confirm that you meet all requirements, you may proceed to submit your Canberra Matrix.

Meeting all eligibility criteria does not guarantee an invitation. The ACT 491 nomination has a limited number of places, and demand is significantly higher than the available quota, making the process highly competitive.
ACT Canberra Residents Requirements
Skilled applicants in the ACT must first meet the Department of Home Affairs’ minimum requirements for the Subclass 491 Regional State Nomination, as well as the ACT Government’s specific requirements for this pathway.
1. Home Affairs General Requirements
- You must meet the eligibility criteria for the corresponding visa from Home Affairs, both on the day of submitting the Matrix and when receiving the invitation.
- English test results and Skills Assessment must be valid on the day of submitting the Matrix.
2. ACT Nomination Pathways (Meet One)
- Nominated occupation is on the ACT Nominated Migration Program Occupation List; OR
- You are a primary 457/482 applicant sponsored by an ACT employer; working in nominated occupation in Canberra for ≥6 months.
- You operate a registered business in ACT (SBO category). Ineligible business types include subleasing, ride-sharing, delivery services, resale businesses, etc.
3. Residing in Canberra
- Must have resided in Canberra for at least 3 months on the day of submitting the Matrix and continue until invitation.
- May reside in NSW areas within 30 minutes commute to Canberra (e.g., Queanbeyan, Googong).
4. Employment in Canberra (Multiple Types Can Be Combined)
- Must have worked for at least 13 weeks within the 15 weeks prior to Matrix submission, as employee, self-employed, or small business owner.
(A) Employee:- Minimum 15 hours per week; must provide payslips and bank statements.
- Work must be genuine and legal, with income not below market standards.
- Employer must provide a Statutory Declaration confirming genuine position.
- If employer is interstate, must prove genuine work reasons in Canberra, not remote work.
- Taxable income ≥ AUD 520/week for at least 13 of the last 15 weeks.
- ABN active in ACT for 12 months.
- Must submit statutory declaration (including ABN, address, start date, duties, income, etc.).
- Can claim points under SBO category in Matrix.
- Must provide statutory declaration detailing business information, employee numbers, annual income, etc.
5. English Requirements
- Must achieve at least Competent English level; if assessing authority requires higher, follow higher standard.
6. Commitment to Settle in ACT
- Must sign Settlement Commitment Declaration: reside and work in Canberra during visa processing and for at least 2 years after grant.
7. Spouse / Partner and Relationship Evidence
- If have spouse/partner, must have resided in Canberra for at least 3 months on Matrix submission day or be overseas.
- Must provide valid relationship documents (marriage certificate, partner registration, VEVO, etc.), dated before submission.

3. Relevant Overseas Work Experience

- Your skills and experience must be relevant to the ACT economy.
- If required for the occupation, you must hold relevant Australian registration or license.
4. English Requirements
Must achieve Competent English as defined by Home Affairs, unless the assessing authority requires a higher level.
5. ACT Employability
- You have conducted ACT labor market research and are confident in your employability in Canberra, with your background being relevant to the ACT economy.
- Note: Due to citizenship or security clearance requirements, you may not be eligible for positions within the Australian Commonwealth Government system.
- Must include an employment statement with your application, outlining your research and confirming your employability in ACT; should include examples of recent job vacancies you qualify for.
6. Commitment to Settle in ACT
- Upload a settlement commitment statement in the application form: explain in your own words why you choose to live in Canberra.
- Sign a commitment declaration: reside and work in Canberra for at least two years from your arrival date in Australia
7. Residence Location (Offshore Status)
You and any accompanying dependents (except children studying in ACT) must simultaneously meet:
- Currently located overseas;
- Have not resided in Australia in the past 12 months;

8. Settlement Funds
